In the middle of The City of St. Louis' much touted "rebirth", why are Annie Malone's directors and Mayor Francis Slay giving up on north St. Louis now?

Slay only answers to the people that voted for him. And they are in south St. Louis, the central west end, and downtown.

That may be a political truth. But the Office of Mayor is a citywide position and no matter where the officeholder's votes came from, anyone who lives in this city should feel comfortable holding the mayor accountable.
We all pay his salary. He works for all of us (even when he doesn't necessarily work for all of us).
If you don't like what he's doing (or not doing), call him up! His number is 622-3201.
The same goes for your alderman, or any alderman! They can be reached at 622-3287. Despite all that "aldermanic privilege" crap, what one does affects us all. Let them know how you feel too.

You cannot give up on something you never gave a shit about in the first place.

Can I say something here? How hard is it to type a name? It doesn't even have to be your real name. Just make up a name! I don't check. That way, I can at least know if the first "Anonymous" is the same person as the second and third "Anonymous".
That being said... Anonymous #2, are you saying that the mayor never gave a shit or the board of Annie Malone never gave a shit?

Look, Im not the 1st or the 2nd anonymous, I think the move was a good deal for annie malone and a sour deal for the northside, but we will be ok, basiclly they need money and we didnt have it so they had to do their thing to stay afloat. I cant hate them for that. but it hurts when you grew up with the parade, but my hurt isnt paying bills.

In all honesty, most white folks are afraid of going to the Northside. I'm not, and I'm not defending that mentality.
Also, putting the parade downtown will give it more exposure in the media and it may draw larger crowds, which may be a good thing...
