The City Council of University City today announced that they had ended their year-long search for a replacement for City Manager Frank Ollendorff, who is retiring in July after 26 years on the job.
The new City Manager will be Julie Szymula Feier. For the past four years, she has been City Administrator for Salida, Colorado. She had been the Assistant City Manager in University City for 15 months before moving to Colorado. She also previously served as the Assistant to the City Manager in Ferguson, MO and the Acting Village Administrator in Swansea, Illinois.
University City Mayor Joe Adams told PUB DEF the news during an exclusive interview this morning.
For those of you not familiar with a City Manager form of government, Councilwoman Shelley Welsch, who is running against Adams in next week's mayoral election, told PUB DEF how the system works in U-City.

Does this person make sure the grass is cut, and the streets are clean?

The City Manager in a City Manager/Council form of government like the one in U City is solely responsible for administration of all city services. She (soon) hires the Police Chief, Fire Chief and other city officers, handles all public services including (yes) grass cutting at our 17 parks and street cleaning.
The Mayor and Councilmembers (not Alderman in our city) hire and fire the City Manager, but do not directly instruct any staff. The Council brings concerns and passes bills on policy matters, getting input from constituents on the street, public comments at meetings and reports from the Council's citizen-run Commissions and Boards.
This form of government is widely seen as progressive as it puts a professional in charge of day to day operations at a city (not a politician), but retains the citizen's ability to make the policy decisions.

When can we fire Frank Ollendorf? He sucks big time. Can't wait until the city is audited by the State Auditor, that should be an eye opener to everyone who is a spectator in the Adam's administration. If he wins, there will be a recall, the votes are there to do it! Hope Joe's heart does not fail.

You may want to check her credentials again...she was never the "acting Village Administrator in Swansea, IL"
